KJKP RAD i ZAH: Zajedno do modernizacije upravljanja otpadom
Sarajevo, 6. 3. 2026. - Kantonalno javno komunalno preduzeće KJKP RAD d.o.o. Sarajevo potpisalo je sporazum o saradnji sa njemačkim komunalnim preduzećem „Zweckverband Abfallwirtschaft Hildesheim (ZAH)“. Ovo partnerstvo pokrenuto je u okviru programa „Zelena tranzicija – Promocija kružne ekonomije u gradovima i općinama Bosne i Hercegovine“, u saradnji sa „platformom za jačanje partnerstava između komunalnih preduzeća širom svijeta“, koje provodi Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
Ovim sporazumom uspostavlja se dugoročno partnerstvo zasnovano na međusobnom povjerenju, razmjeni stručnih znanja i iskustava, s ciljem unapređenja sistema upravljanja otpadom i jačanja institucionalnih kapaciteta komunalnog sektora. Saradnja između ZAH-a i KJKP RAD-a koncipirana je kroz tri ključna stuba koji zajedno doprinose ekonomskom, organizacionom i društvenom jačanju preduzeća.
Prvi stub odnosi se na unapređenje ekonomskih okvira sistema upravljanja otpadom, s posebnim fokusom na strukturu tarifa, naknada i regulatornih mehanizama. Postojeći tarifni model KJKP RAD-a zasniva se na osnovama koje nisu suštinski mijenjane od 1995. godine, uprkos značajnom rastu operativnih i investicionih troškova. Razvoj održivog i savremenog modela naknada predstavlja važan preduslov za finansijsku stabilnost preduzeća, povećanje investicionog kapaciteta i unapređenje kvaliteta komunalnih usluga.
Drugi stub saradnje fokusiran je na operativnu optimizaciju i povećanje ekonomske efikasnosti poslovanja. Planirana je analiza i unapređenje ključnih operativnih procesa, uključujući optimizaciju planiranja ruta, organizaciju rada zaposlenih i vozila te efikasnije upravljanje prikupljanjem i transportom otpada. Posebna pažnja biće posvećena unapređenju procedura javnih nabavki, boljem korištenju tržišnog potencijala sekundarnih sirovina, jačanju saradnje sa partnerima u sektoru reciklaže te razvoju organizacione strukture i upravljačkih procesa unutar preduzeća.
Treći stub odnosi se na razvoj odnosa s javnošću, unapređenje komunikacije i jačanje transparentnosti rada. Uspješna transformacija sistema upravljanja otpadom zahtijeva aktivno učešće građana, kao i kontinuiran dijalog s institucijama i donosiocima odluka. Saradnja će podržati aktivnosti informisanja i edukacije građana o razdvajanju otpada, reciklaži i održivom upravljanju resursima, uz istovremeno jačanje povjerenja javnosti u rad komunalnog preduzeća.
Potpisivanjem ovog sporazuma KJKP RAD i ZAH potvrđuju opredijeljenost za razvoj savremenog, efikasnog i održivog sistema upravljanja otpadom, u skladu sa principima cirkularne ekonomije i evropskim standardima zaštite okoliša.
KJKP RAD and ZAH: Together for Waste Management modernization
Sarajevo, March 3, 2026 - The Cantonal Public Utility Company KJKP RAD d.o.o. Sarajevo signed a cooperation agreement with the German municipal company "Zweckverband Abfallwirtschaft Hildesheim (ZAH)". This partnership has been initiated by the program "Green Transition – Promotion of the Circular Economy in Cities and Municipalities of Bosnia and Herzegovina" in cooperation with the "utility platform for strengthening partnerships between municipal companies worldwide", both implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
This agreement establishes a long-term partnership based on mutual trust and the exchange of professional knowledge and experience, with the aim of improving the waste management system and strengthening the institutional capacities of the utility sector. The cooperation between ZAH and KJKP RAD is structured around three key pillars that together contribute to the economic, organisational and social strengthening of the company.
The first pillar focuses on improving the economic framework of the waste management system, with particular attention to the structure of tariffs, fees and regulatory mechanisms. The existing tariff model of KJKP RAD is based on foundations that have not been substantially revised since 1995, despite a significant increase in operational and investment costs. The development of a sustainable and modern fee model is therefore an important prerequisite for the financial stability of the company, its increased investment capacity and the improvement of utility service quality.
The second pillar focuses on operational optimisation and increasing the economic efficiency of operations. Through partnership support, the analysis and improvement of key operational processes is planned, including route planning optimisation, the organisation of staff and vehicle deployment, and more efficient management of waste collection and transport. Special attention will be paid to improving public procurement procedures, making better use of the market potential of secondary raw materials, strengthening cooperation with partners in the recycling sector and the further development of the organisational structure and management processes within the company.
The third pillar addresses the development of public relations, improved communication and greater transparency. A successful transformation of the waste management system requires the active participation of citizens and continuous dialogue with institutions and decision-makers. To this end, the cooperation will support activities aimed at informing and educating citizens on waste separation, recycling and sustainable resource management, while at the same time strengthening public trust in the work of the utility company.
By signing this agreement, KJKP RAD and ZAH affirm their commitment to the development of a modern, efficient and sustainable waste management system, in line with the principles of the circular economy and European environmental protection standards.
